The European Union (EU) regulates cosmetics through the cosmetics regulation (EC) No 1223/2009, which has been amended. This regulation outlines several legal requirements that companies must meet when introducing cosmetic products to the market. These requirements include reviewing cosmetic ingredients and ensuring compliance, manufacturing cosmetics according to Good Manufacturing Practice (GMP), appointing a responsible person in the EU, conducting safety assessments, creating a compliant product label, notifying the EC before launching a product (done by the responsible person), preparing and maintaining a product information file (done by the responsible person), and complying with the animal test ban. However, there is a lack of clarity regarding the specific requirements for cosmetics packaging. The regulation only mandates that the packaging must not contain any substances explicitly prohibited in the cosmetics regulation, meet the general safety requirement of Article 3 for the cosmetic product available in the market, and be safe for human health when used under normal or reasonably foreseeable conditions.
